
The Regional Development Council (RDC) XI, led by its Chairperson and Davao del Norte Governor Edwin I. Jubahib, conferred recognition to the CY 2025 Search for Outstanding Volunteers (SOV) awardees during the Council’s 4th Quarter Regular Meeting on December 3, 2025, at Soto Grande Hotel, Davao Riverfront Corporate City, Ma-a, Davao City.
Ms. Floreces L. Tadla of Davao City was Declared as Davao Region’s Outstanding Volunteer 2025 under the Individual Category. Ms. Tadla was recognized for her invaluable contributions and dedicated service in resource mobilization for children with cancer, disaster relief, and first aid and for supporting tourism livelihood with indigenous peoples.
For the non-profit organization category, the Recon Bonsai Base was declared as the Regional Winner. The Recon Bonsai Base was declared as the regional winner for its emergency response, communication support, and community coordination. Their selfless service, strong alliances with public agencies, and discipline in crisis and public events have established the organization as an essential force for safety, solidarity, and resilience in the Municipality of Governor Generoso in Davao Oriental and beyond.
Also nominated under the individual category were Mr. Remark Z. Mortalla of Davao City, Ms. Alejandra C. Endrina of Panabo City, Mr. Conrado B. Pude of Davao City, and Mr. George Allen M. Callora of Davao City.
Other regional qualifiers for the Organization Category were San Pedro College National Service Reserve Corps of Davao City, Davao del Sur State College Student Alliance of Volunteers for Emergency Response and Services (DSSC SAVERS) in Digos City, Charlie Company, 1102th Ready Reserve Infantry Battalion, Philippine Army of Panabo City and the Recon Delta Charlie XI. The RDC XI also gave certificate of appreciation to the SOV RSC members and its technical working group.
The SOV is the highlight of the National Volunteer Month (NVM), observed every December under Presidential Proclamation No. 55, s. 1998. This initiative, led by the Philippine National Volunteer Service Coordinating Agency (PNVSCA) in partnership with the DEPDev Regional Offices, promotes volunteerism as a strategy for development, in line with Republic Act No. 9418, known as the Volunteer Act of 2007.
