The Regional Development Council (RDC) XI created the Information Team for the Balik Probinsya Bagong Pag-asa Program (BP2P) during its 3rd quarter meeting on September 16, 2020.

Executive Order (EO) No. 114, s. 2020 institutionalizes the Balik Probinsya Bagong Pag-asa or BP2 Program as a pillar of balanced regional development to boost countryside development and inclusive growth and created the BP2 Council to oversee its implementation. The EO further provides for the creation of a BP2P Communication Group, whose main function is to develop a BP2P communication Strategy and implement a communication plan.

The Davao Region Communication for Development Network (C4DNet) XI is deemed as an ideal mechanism for the BP2P Information and Communication Team (ICT) in view of its involvement in the RDC XI development advocacies.

The C4DNet XI is the Council’s communication and development arm composed of public information officers from local government units, national government agencies, as well as, state universities and colleges of Davao Region.

The BP2P-ICT shall be composed of the following: National Economic and Development Authority (NEDA) XI as the Chairperson and secretariat which shall set the strategic direction for the communication and advocacy of the program; Philippine Information Agency (PIA) XI as the Co-Chairperson and spokesperson of the group and shall assist in the development of a BP2 strategic communication and advocacy plan, Department of Human Settlements and Urban Development (DHSUD) XI as the Vice-Chairperson and shall establish mechanisms for feedback and consultations. Members of the BP2P-ICT include DOT XI, DILG XI, DOTr, DOLE XI, DA XI, DICT XI, DAR XI, NHA XI and the C4DNet.

Effective communication and advocacy is crucial in order to guarantee a whole-of-society approach, and to ensure active participation of all stakeholders to improve coordination, understanding and support for the BP2P.
