June 20, 2023 – The Metropolitan Davao Development Coordinating Committee (MDDCC) enhanced the draft Implementing Rules and Regulations (IRR) of the Republic Act No. 11708, otherwise known as the Metropolitan Davao Development Authority (MDDA) Act, during its 2nd quarter meeting on June 20, 2023 held at NEDA-RDC XI Convention Hall, Km. 7, Bangkal, Davao City.
The MDDCC, as a transitory structure of the Metropolitan Davao Development Council (MDDC) for inter-LGU cooperation, initiated the drafting of the necessary IRR of the MDDA Act in May 2022. From then on, the draft IRR underwent revisions based on the comments and inputs from the various national government agencies and member local government units.
Following the directive of the Office of the President (OP) through the Executive Secretary, national government agencies submitted inputs/recommendations on the IRR.
The revised provisions in the enhance IRR were based on the comments provided by the central offices of DBM, DHSUD, DILG, DOTr, DND, DOH, and LWUA, as well as OCD Regional Office XI and Davao Center for Health Development. Likewise, House of Representatives Deputy Speaker Cong. Isidro T. Ungab and principal author of the Law also contributed inputs. The Committee also sought the comments of DENR, PNP National Headquarters and NAPOLCOM for its further enhancements. The enhanced IRR of the MDDA Act shall be endorsed to the Office of the President, the Congress, and Metropolitan Davao Development Council (MDDC). Pursuant to RA 11708, it shall be the MDDC which shall promulgate the IRR.
The Republic Act No. 11708, entitled “An Act Creating the Metropolitan Davao Development Authority (MDDA), Defining Its Powers and Functions, and Providing Funds Therefor”, was signed into Law by President Rodrigo Roa Duterte on April 13, 2022.
