DAVAO CITY — The Regional Development Council (RDC) XI brought together national government agencies (NGAs) and local government units (LGUs) in an online consultation to strengthen the alignment of local development priorities with national government investments for the FY 2028 Annual Investment Program (AIP) of Davao Region.
Held on August 10, 2026, via Zoom, the NGA-LGU Online Consultation provided a venue for NGAs and LGUs to discuss and validate LGU-proposed priority programs, activities, and projects (PAPs) for possible implementation and consideration for national government funding in FY 2028.
In her opening remarks, RDC XI Vice Chairperson and Department of Economy, Planning and Development (DEPDev) XI Regional Director Priscilla R. Sonido, CESO III, emphasized that the consultation strengthens the linkage between LGUs and national government agencies by ensuring that local priorities are considered in national investment decisions. She also highlighted the importance of collaboration among implementing agencies in advancing integrated and sustainable development outcomes for Davao Region.
“This activity reinforces the indispensable linkage among development planning, investment programming, and budgeting as interconnected stages of a single development cycle. By harmonizing investment programming calendars at the national and regional levels and meaningfully involving our local governments early in the investment programming cycle, we can better identify priority projects, facilitate timely technical discussions, and improve the likelihood that these initiatives will be considered for inclusion in the national budget. Through sustained collaboration among our national government agencies, local government units, and development partners, we can ensure that the priority investments of Davao Region are effectively advanced, adequately supported, and translated into tangible development outcomes that improve the lives of Davaoeños,” RD Sonido said.
Representatives from various national government agencies presented the results of their respective validation of over 300 LGU-proposed priority PAPs during the consultation. These included the Department of Public Works and Highways XI (DPWH XI), Department of Information and Communications Technology XI (DICT XI), National Irrigation Administration XI (NIA XI), National Housing Authority (NHA), Department of Energy (DOE), Department of Transportation (DOTr), Civil Aviation Authority of the Philippines (CAAP) XI, Department of the Interior and Local Government XI (DILG XI), Department of Science and Technology XI (DOST XI), Department of Tourism XI (DOT XI), Department of Agriculture XI (DA XI), Department of Trade and Industry XI (DTI XI), Department of Health XI (DOH XI), Department of Education (DepEd) XI, and Commission on Higher Education (CHED) XI.
Representatives from the Provincial Governments of Davao del Norte, Davao Oriental, and Davao de Oro also participated in the discussions, providing their perspectives, comments, and clarifications on the validation results of their proposed priority PAPs.
The consultation forms part of the preparation of the FY 2028 AIP, which serves as the annual slice of the Davao Regional Development Investment Program (RDIP) 2023–2028. It translates the targets of the Davao Regional Development Plan (DRDP) 2023–2028 and its Results Matrices into specific PAPs to be implemented by concerned government agencies and other implementing entities.
