In his opening speech, RDC XI Chairperson and Davao del Norte Governor Edwin Jubahib underscored that the endorsement of the Region’s priority programs and projects reflects a rigorous and evidence-based process to identify implementation-ready, high-impact investments. “Our collective endorsement sends a unified call to the national government to prioritize these projects for funding and secure critical investments for Davao Region that will create quality jobs, strengthen local economies, improve access to basic services, and benefit poor and vulnerable communities,” Governor Jubahib said.

RDC XI Vice Chairperson and DEPDev XI Regional Director Priscilla R. Sonido also emphasized that the FY 2028 AIP was developed through a consultative and evidence-based process, including an NGA–LGU Consultation that provided a platform for local government units to bring forward local priorities for consideration by national government agencies. She noted that this process helped make the AIP more responsive to local development needs and better aligned with regional and national priorities. Implementing these investments will help address development gaps, achieve DRDP targets, improve access to essential infrastructure and services, enhance productivity and competitiveness, and advance Davao Region’s socioeconomic transformation.
Among the Region’s major sectors, Infrastructure Development accounts for the largest share of the FY 2028 AIP at PHP 190.58 billion, or 55 percent of the Region’s total investment target. This is followed by Social Development at PHP 137.51 billion (40%), Development Administration at PHP 9.97 billion (3%), and Economic Development at PHP 7.77 billion (2%).
By spatial coverage, regionwide PAPs account for about PHP 100 billion, or 29 percent of the total investment target, covering 856 PAPs. Davao del Norte has the highest province-specific investment target at PHP 82.61 billion, followed by Davao City at PHP 57.21 billion, Davao de Oro at PHP 42.50 billion, and Davao Oriental at PHP 33.11 billion. Davao del Sur and Davao Occidental account for 6% and 3% of the total, respectively.
Among the NGAs, the Department of Public Works and Highways XI accounts for more than a quarter of the total investment with PHP 98.68 billion or 29%, followed by the Department of Education XI with PHP 87.18 billion or 25 percent, the Department of Transportation with PHP 81.69 billion, and the Department of Social Welfare and Development XI with PHP 15.16 billion. Among the SUCs, the University of Southeastern Philippines has the largest investment target at PHP 8.02 billion. The remaining 20 percent is distributed among the other 43 agencies.
Priority projects programmed for FY 2028 include: (1) DPWH XI’s Alternate Road from Panabo City to Davao City; (2) DOTr’s Balut Island Port in Davao Occidental; (3) NIA XI’s Linoan Small Reservoir Irrigation Project in Montevista; (4) NAPOLCOM XI’s Construction of a Regional Office XI Training and Development Center; (5) DA XI’s Establishment and Upgrading of Regional Agricultural and Fisheries Border Control Facilities; (6) DOST XI’s Sustainable Processes for Remediation and Treatment of Sewage at the RGC; (7) DOH XI’s Regional Public Health Laboratories; (8) DSWD XI’s Construction of Regional Rehabilitation Center for Youth (RRCY) for Girls; (9) DENR XI’s Mapping of Foreshore Areas in 12 coastal barangays in Region XI; and (10) DepEd XI’s Construction of one-storey, two-classroom buildings in Davao Occidental.
The FY 2028 AIP is the annual slice of the Davao Regional Development Investment Program (RDIP), 2023–2028, which contains the priority PAPs of Agency Regional Offices, state universities and colleges, and government-owned and controlled corporations. These projects shall support the attainment of the development objectives and targets in the Davao Regional Development Plan (DRDP), 2023–2028. The AIP will also serve as an input to the updating of the Public Investment Program (PIP) and the preparation of agency budget proposals for FY 2028.
