
The Regional Development Council (RDC) XI convened for its reorganization for the Term 2025-2028 on August 12, 2025, at the Sotogrande Hotel, Davao City.
As part of the reorganization process, the Council selected nominees for the positions of RDC XI Chairperson and Co-Chairperson. The nominees for Chairperson included Governor Edwin Jubahib of Davao del Norte and Governor Raul Mabanglo of Davao de Oro while PSR Arturo Milan and PSR Rommel Momo were nominated for the Co-Chairperson position. Their nominations will be submitted to the DEPDev Central Office for onward endorsement to the Office of the President.
This meeting also marked the start of the Council’s new term with the confirmation of its 16 priority sectors that will be represented in the RDC XI by Private Sector Representatives (PSRs) who took the oath of office administered by Gov. Raul Mabanglo. The PSRs and their sectors are as follows: Ms. Daryl Alegarbes (Labor), Mr. Arturo Milan (Infrastructure), Ms. Felicitas Pantoja (Agriculture), Mr. Porferio Jabla, Jr. (Energy), Mr. Naprey Almario (PWD/Senior Citizens), Fr. Gil Casio (Youth/Women/Children), Mr. Marc Daryne Rovira (Urban Poor/Consumers Group), Mr. Arvin Carlom (Mining), Mr. Rommel Momo (Academe), Mr. Igmedio Solis (Safety, Security, and Disaster Resiliency), Ms. Nicole Hao Bian-Ledesma (Tourism and Hospitality), Ms. Maria Lourdes Monteverde (Logistics), Mr. Manuel Velasco (Health), and Ms. Belinda Torres (Information and Communication Technology). Two PSRs, Mr. Dennis Joseph Salvador (Environment and Natural Resources) and Mr. Augusto Blanco, Jr. (Indigenous Peoples) will take their oath during the Council’s next scheduled meeting.
The Council also designated its Special Non-Voting Members (SNVMs), which include the National Housing Authority (NHA) XI; Bureau of Fisheries and Aquatic Resources (BFAR) XI; AFP-10th Infantry Division, Philippine Army; Mindanao Development Authority; Commission on Population and Development (CPD) XI; National Commission on Muslim Filipinos (NCMF) XI; and the Philippine Health Insurance Corporation. The SNVMs should assist the Council in the performance of its functions, particularly in responding to the unique needs of the Region or address its major development concerns.
The reorganization signals a renewed commitment of the RDC XI to advance the inclusive and sustainable development of Davao Region in the next three years.
