Davao City, November 19, 2021 – The Development Administration Committee (DAC) XI convened for its 4th quarter CY 2021 meeting on November 19, 2021 via Zoom, which was presided by Department of Interior and Local Government (DILG) Region XI Director and DAC XI Chairperson Alex C. Roldan.

During the meeting, Mr. Gemeniano B. Crisante, Jr. of National Economic and Development Authority (NEDA) Caraga presented the Caraga Regional Development Council (RDC) Resolution No. 57 s. 2021, which proposed amendments to Executive Order No. 325 s. 1996 or the Reorganization of the RDCs and its Implementing Rules and Regulations considering policy developments, changes in regional configurations and changes in regional development landscape. Proposed amendments involve the composition, functions, responsibilities, and geographic coverage of the RDCs, qualifications of Private Sector Representatives (PSRs) and the selection of Special Non-Voting Members (SNVM). After Mr. Crisante’s presentation, the DAC XI Secretariat presented its comments on the amendments proposed by RDC Caraga. Recommendations on updating the names of member-agencies and geographic coverage of RDCs were concurred in, as well as amendments on the non-applicability clause of the EO. However, there were differing opinions on several recommended amendments such as on some functions of the RDCs, specifically on the preparation of Regional Physical Framework Plans (RPFPs) and the provision of capability-building and technical assistance in mainstreaming Disaster Risk Reduction and Climate Change Adaptation (DRR-CCA) in local plans, as well as adopting the Regional Peace and Order Council (RPOC) requirements for RDC PSRs and putting a cap on the number of SNVMs in the RDC. Given this, the Committee agreed to support the RDC Caraga’s proposal to amend EO 325, with consideration to the comments and recommendations provided by the DAC XI Secretariat.

Mr. Timothy James Corpuz of the DILG XI apprised the Committee of the implementation status of Executive Order No. 138 s. 2021, on the preparation of the LGUs’ Devolution Transition Plans (DTPs). Mr. Corpuz reported that as of November 17, 85.77% or 979 out of the 1,162 barangays in Davao Region have completed and submitted their DTPs. Furthermore, only 45.28% or 19 out of 48 municipalities and component cities in Davao Region have completed their DTPs. The low completion rate of the LGU DTPs is attributed to the travel restrictions and internet connectivity issues in the barangays. The DILG is also awaiting submission of the DTPs of the National Government Agencies (NGAs). With this, the Committee endorsed the EO 138 implementation status report to the Regional Committee on Devolution for appropriate action.

Other reports presented to DAC XI during the meeting were the Davao Regional Development Plan Results Matrices 3rd Quarter 2021 Progress Report and the CY 2023 Annual Investment Program for the Development Administration Sector, and the Status of Programs, Activities, and Projects of the Governance Task Group under the Regional Task Force 11 Against COVID19 Recovery Cluster.
