The Development Administration Committee (DAC) XI convened for its 1st quarter CY 2023 meeting on March 13, 2023 at the NEDA-RDC XI Bldg in Davao City, which was presided by PSR for Indigenous Peoples and Co-Chairperson Atty. Augusto S. Blanco, Jr.
The Committee was presented with two nominations for agencies to become Special Non-Voting Members (SNVMs) of the RDC XI. The first request came from the Anti-Red Tape Authority (ARTA) Eastern Mindanao Regional Field Office, represented by OIC-Chief Administrative Officer Mr. Eldie Barrientos. ARTA is mandated to administer and implement the IRR of EO 11032, and to monitor and ensure compliance with the national policy on anti-red tape and ease of doing business in the country. The nomination of the National Intelligence and Coordinating Authority (NICA) XI, to join as SNVM was raised in the Committee and was acknowledged by Deputy Regional Director Hernie A. Mabalo of NICA XI. NICA functions as the primary intelligence-gathering and analysis arm of the government. The Committee has approved the endorsement of the two agencies given their functions were deemed to have relevant contributions to the RDC XI and its development goals.
Also presented to the Committee is the Davao Regional Development Report for CY 2022, which is an annual assessment report of the performance of the Region in several aspects: social, economic, peace and governance, and infrastructure, among others. In particular, the Report presents the progress in achieving the Results Matrix (RM) of each chapter of the DRDP 2017-2022 Midterm Update by presenting the year’s accomplishments against the previous year’s performance and the planned targets for the year in review. The report highlighted the achievements of the development administration sector, particularly on the report’s Chapter 5 (Good Governance), Chapter 6 (Administration of Justice), Chapter 17 (Peace), and Chapter 18 (Security, Public Order, and Safety). -Anna Rosalie G.
