RLUC XI convenes for its 1st Semester 2025 Online Meeting on June 10, 2025

The Regional Land Use Committee (RLUC) XI held its First Semester 2025 Online Meeting via Zoom on June 10, 2025. The meeting was presided over by DEPDev XI Regional Director Priscilla R. Sonido, CESO III, Chairperson of RLUC XI, and attended by representatives from local government units, regional line agencies, and the private sector.

The meeting discussed the Midterm Assessment Report of Chapter 2: Regional Spatial Development Framework (RSDF) of the Davao Regional Development Plan (DRDP) 2023–2028. The RSDF provides the overall direction of the Davao Region’s physical development and envisions the Region as an International Logistics Hub of Mindanao. Through the spatial strategies promoted under the RSDF, the long-term vision of establishing an International Logistics Hub of Mindanao was gradually being achieved with a total of 3,475 infrastructure projects implemented or completed in 2023-2024 throughout the Region. These projects included road, irrigation and flood control projects, as well as specialty health centers.

The meeting also discussed updates on the implementation of the 4PH housing program in Davao Region, including the program’s progress, operational challenges such as land availability and proposed recommendations. Another agenda was a briefing on Joint Memorandum Circular No. 1, s. 2024, issued by DILG, DHSUD, NEDA, DBM, and DOF. The circular introduced updated guidelines for harmonizing local development planning, land use planning, investment programming, resource mobilization, and budgeting. The Committee members welcomed the policy as a timely mechanism for improving alignment across local planning and budgeting instruments and improving good local governance.
