Davao City, September 27, 2022 – The Regional Development Council XI approved the Strategic Framework of the Davao Regional Development Plan, 2023-2028 during its 3rd Quarter Hybrid Meeting on September 27, 2022 physically at the NEDA-RDC XI Center, Bangkal Davao City and online via videoconferencing.

The Overall Strategic Framework encapsulates the major development thrusts, priorities and goals of Davao Region for the next planning period of 2023-2028. The framework, in diagram, is shown below.

RDC XI Acting Chairperson Maria Lourdes D. Lim, further informed that the Davao Regional Development Plan, 2023-2028 framework is consistent with and adopts the overall strategy framework of the country, and for the 2023-2028 Plan period, the overall goal is to reinvigorate job creation and poverty reduction by steering the regional economy back to its high-growth path, and more importantly, through economic transformation for a prosperous, inclusive and resilient society in Davao Region. She also said that the long-term goal or Ambisyon Natin 2040 will still be pursued, such that by 2040, we shall have a “matatag, maginhawa at panatag na buhay” with no one left behind.

The crafting of the Davao Regional Development Framework is fundamentally guided by the 8-point socioeconomic agenda of President Marcos, which represent the priority objectives of the government for the pressing concerns, particularly the increasing prices of basic commodities due to inflation, the effects of the lingering COVID-19 to health and education and the impact of global supply chain disruptions on national government revenues affecting job generation and security.

During the meeting, the Council also approved the Guidelines on the Formulation of the Davao Regional Development Plan, 2023-2028, which shall be the primary reference and guide of the RDC XI Planning Committees in the formulation of the DRDP, 2023-2028. The Guidelines shall, among others: provide for the coverage and process in the formulation of the successor DRDP aligned with the PDP, 2023-2028; ensure that the identified development strategies directly respond to the cited gaps so the outcomes are achieved that shall significantly contribute to the realization of AmBisyon Natin 2040; and identify the tasks, outputs and responsible entities, schedules and resources in the entire formulation, consultation and legitimization processes.

The Davao Regional Development Plan (DRDP), 2023-2028 shall contain 5 major sections and 17 chapters, including 11 sub-chapters. The Plan shall also be subjected to multi-stakeholder consultations in order to increase inclusiveness and ownership among Davaoeños. A full draft of the DRDP, 2023-2028 shall be completed by the end of the current year, and a final printed version shall be made available to the public by the first quarter of 2023.
