Davao City, June 1, 2023 – The Development Administration Committee (DAC) XI conducted its 2nd quarter CY 2023 meeting on June 1, 2023 at the NEDA-RDC XI Center, Bangkal, Davao City. The meeting was presided by Department of the Interior and Local Government (DILG) XI Regional Director and DAC XI Chairperson Alex C. Roldan.
Police Colonel (PCol) Alan B. Manibog of the Philippine National Police (PNP) informed the Committee that the PNP Area Police Command (APCs) was activated through PNP General Orders DPL 09-11 in order to plan, direct and supervise the conduct of inter-regional and trans-regional police operations and disaster response operations. The joint operational area of APC – Eastern Mindanao (APC-EM) covers Regions 10, 11 & 13, including the coastal maritime domain along Davao Gulf, Eastern Philippine Sea and Interior waters along Northern Mindanao.
A Deed of Usufruct was signed between the PNP APC-EM and the Bureau of Plant Industry (BPI) on July 26, 2022 allowing the PNP APC-EM to establish its Camp Headquarters in a five-hectare lot in New Loon, Bago Oshiro, Tugbok, Davao City. PCol Manibog presented the Master Development Plan for the PNP APC- EM Camp Headquarters, a multi-year development project amounting to PHP 570.09 million, that shall include a multi-purpose hall, quarters, motor pool, grandstand, quarantine facility, helipad, explosive and ammo storage. The DAC XI Secretariat reviewed PNP APC-EM’s proposal and recommended for the Committee to support their request for funding through the Local Infrastructure Program under the 3rd Congressional District of Davao City.
The Committee also moved to endorse the passage of the House Bills on the Revitalized Pulis sa Barangay and on the Restructuring of the Philippine National Police establishing the APCs of the PNP. These measures are deemed essential in strengthening police presence, increasing police visibility and facilitating more effective police operations.
